Perhaps the Maester of Winterfell fills this role by proxy. Master of Whispers- I definitely don't see Robb having one of these. Beyond that I could see a Frey being appointed to manage royal law in the Riverlands and a Karstark in the North. Master of Laws- I don't know, I could see Robb saying it's up to a king to enforce his own laws. One of the Manderly sons would be in charge of the Northern navy in the Narrow Sea and a Mallister in the Sunset Sea. Master of Ships- I don't see one person getting this equivalent. As mentioned he's already minting coins for Robb, though he'd probably be informed that he's in charge of the kingdom's finances he wouldn't have any title. Master of Coin- Wyman Manderly without a doubt. He's have trusted advisors but no one person to carry out his rule in his name. Robb's more a do it yourself kind of person and I can't see him delegating what he sees as his responsibility. Hand of the King- I don't think there would be any equivalent to this post. Certainly the number 7 wouldn't have as much meaning to the King of Winter, even if he's half Tully. There would be lords just appointed to be in charge of things, perhaps mostly being equivalent, but not quite. So I don't think there would be any formal posts like the Southern court had. Heck Theon was all but dismissed when Robb sent him to treat with Balon. While most were young, there was zero indication they had lifetime commitments or were sworn not to have titles or children. This was most apparent during with his personal guard, there was little pomp and ceremony about them like with the Kingsguard. I would also want to create a new position for Harrion Karstark, a Ryswell and a Flint. Lord Commander of the Kingsguard: Reynald Westerling or SmallJon Umber (In the case that Robb actually won the war, the Red Wedding wouldn't of happened, so Reynald and SmallJon would still be alive) Master of Whispers: Bran Stark, who would be older by the time the war was won (Initially I thought Jojen Reed, but he doesn't seem ruthless enough) However, I would also want to start a similar institution in White Harbor, or the Riverlands. ![]() Grandmaester: The son of some northern lord who was sent to the citadel. ![]() Master of Laws: Whichever Frey Walder wanted me to choose (In the case that Robb actually won the war, the red wedding wouldn't have happened, so I would still want to appease the Freys somehow for not marrying Roslin) Master of ships: Dacey Mormont (They live on an island, and they have a lot of fisherman, so I assume they're good at ships, they're also on the side of the North that has to deal with Ironborn, which would be the primary purpose of a northern navy). (I'd want Wyman to remain in control of White Harbor) Master of coin: One of Wyman Manderly's sons. Hand of the King: Brynden Tully (Loyal, Trustworthy, no real obligation for him to remain at Riverrun) Things you may want to consider: Balancing Riverlands people and northerners, who do you need to appease, who do you need to keep an eye on, etc. While they can have similar roles to the small council in KL, you can create new positions with other responsibilities if you want. Say you're Robb Stark and you've just won the war of northern independence.
